To become a member, an agency must meet the following criteria:

• Have an office in Quebec province
• Be incorporated as an agency
• Be a solvent business
• Be in business for a minimum of 2 years (Qc) 
• Employ a minimum of 5 full-time employees
• Have a minimum of 3 client-advertisers
• Have a minimum annual income of 250 000 $
• Adopt and apply AQAA's ethics code and respect the Agreement concerning commercials
• Must offer all of the three obligatory services and at least one of the other suggested services
